Your New Role

As the Administrative Officer, you will be working with the CEO Directorate, you will provide timely and high quality administrative and general office support to the Legal Team as required, including secretarial assistance to the Head of Legal. 

You will be required to perform such duties as are commensurate with this role and to undertake any other Officer level duties as may reasonably be required.

This role would suit a proactive individual keen to use their initiative to provide well-reasoned solutions in a challenging area of work. 

You will already have the ability to work effectively under minimal supervision and engage positively and constructively with internal and external contacts.

Key responsibilities

Your main responsibilities are set out below. 

• Assist and support the Head of Legal in forward planning of legal work and activities.
• Assist with meeting the requirements of all necessary internal policies and guidelines.
• Ensure that a first class and best practice, proactive, comprehensive support service is provided to the Legal team and all other internal and external customers.
• Present a proactive professional image and engage effectively with visitors, stakeholders and enquirers in person and by phone.
• Assist Legal team with all necessary administrative and office support functions.
• Act as first point of contact for incoming telephone enquiries.
• Manage Head of Legal mailbox including filing and clearing emails, scanning and printing for meetings, correspondence and ensuring 10-day turnaround for reply;
• Maintain filing systems (paper/electronic) including new files and support staff in ensuring that they are able to file material efficiently and promptly.
• Contribute to design of new organisation filing system.
• Liaise with Corporate Services Branch in the administration of information management.
• Maintain the Branch’s library function, ensuring that papers and relevant publications are circulated and filed accordingly.
• Preparation and co-ordination of meetings and staff briefings including collation and circulation of agenda items, compiling and circulating minutes, preparing and issuing correspondence where appropriate and ensuring the required equipment is available.
• Work closely and support the work other administrative officers to ensure the delivery of office requirements as required.
• Ensure a regular update of directorate content to the organisation’s website and intranet.
• Organise and prepare for meetings including provision of refreshments, greeting visitors and registration as needed.
• Participate in development of a values driven, curious, straightforward business like ethos.
• Help to instill accountability within the directorate and adherence to best-practice personnel and agreed Office procedures.
• Assist Legal team to ensure that the directorate plans are met on time and ensure work objectives are delivered within the agreed budget.
• Completion & approval of director travel claims and checking for compliance with organisation policies and procedures.
• Maintain directorate hospitality register.
• Make travel bookings.
• Contribute to the evaluation and cost appraisals for new equipment etc. and bidding for funds through the budget process and/or in conjunction with the Corporate Services Branch.
• Assist directorate staff to adhere to all necessary audit and accountability requirements of organisation office policies.
• Be aware of, and adhere to, health and safety as part of the administrative support function.
• Contribute to the implementation of a Health and Safety policy for the Corporate Affairs directorate.
• Input to directorate risk register to the extent that the role and duties are relevant.
• Assist director in ensuring that risks are identified and mitigated within the directorate.
• Respond to external queries as appropriate.
• Ensure that a first class, pro-active admin support service is provided to the directorate.
• Build good relationships with directorate staff, the wider staff group and in particular the legal team.
• Build relationships with key external stakeholders.

What you’ll Need To Succeed

As the Administrative Officer, you will fulfil the below criteria;

• A minimum of 2 years working experience in the provision of high quality administrative support services.
• Proven experience of working effectively within an admin role: within tight deadlines; supporting senior management; and communicating effectively within a team, in a busy office environment.
• Proven experience and proficient use of office IT applications to include Outlook, MS word, Excel.
• Ability to positively demonstrate by examples, an understanding of and commitment to further workplace values that align to those of the organisation.

Your New Role

As the Legal Advisor, you will be working within the Chief Executive Office, and will be expected to provide clear, concise and timely legal advice in response to requests for advice on matters relating to any aspect of the organisation’s extensive statutory remit. 

This will involve the provision of advice and assistance in fields of public law, competition law, company law, energy law, water law, environmental law and dispute resolution. The post will involve occasional travel within the UK and EU Member States.

The role itself will also involve some stimulating policy work in areas with a quasilegal content: sustainability and environmental issues, financial penalties and enforcement, competition issues, freedom of information and data protection issues, complaints, disputes and appeals processes.

The role will also carry more routine legal administration responsibilities to be carried out by the successful candidate on behalf of the Legal Affairs Department. For example, you will also be involved in managing and working with the organisation’s external legal panel.

Key responsibilities

• Provide input to the forward work planning and activities of the Legal Affairs Department.
• Assist the Head of Legal in reviewing the Legal Affairs Department strategy.
• Assist the Head of Legal in providing expert legal advice as required on areas of strategic importance to the organisation.
• Assist in providing timely and effective legal advice on all aspects of regulatory law, competition law, public and administrative law, energy law and licensing regimes.
• Draft licence modifications, legal letters, legislative interpretation advices and providing verbal briefings as and when required on a wide range of areas of law.
• Take instruction from the Head of Legal as to the co-ordination of external legal advice with the Legal Framework Panel of Advisors.
• Development of organisational expertise in concurrency and competition law fields, including advising the organisation on its effective performance of its National Competition Authority role (which will involve occasional travel to London and Brussels).
• Support the Legal Affairs Department and to identify, report and suggest solutions to legal risks.
• Assist the Legal Affairs Department with any litigation cases brought before the NI and/or RoI courts.
• Assist with the organisation’s enforcement role and advising on its powers and duties.
• To provide legal support on specific projects such as the Single Electricity Market.
• Provide advice to those dealing with Regulatory Appeals, Complaints and Disputes.
• Assist in the co-ordination and response to Freedom of Information requests and other policy matters.
• Assist the organisation to develop the standing and reputation of the Legal Affairs Department as a centre of excellence both within the organisation and with stakeholders.
• Assist in the training and development of organisation staff as appropriate.
• Assist in the adherence to the expenditure of the Legal Affairs Department budget and the Legal Framework Panel budget as appropriate.
• As required, contribute to the evaluation and cost appraisals (including value for money) for legal resources, training schemes and related items.
• Assist the Legal Affairs Department in ensuring a consistent approach from a legal perspective in relation to internal policies and procedures.
• Assist the Legal Affairs Department to develop the standing and reputation of a centre of excellence with respect to Northern Ireland utility law (both within the Utility Regulator and with service providers, external agencies, etc.).
• Maintain a good understanding of the principles and practices within the organisation and the utilities industry.
• Demonstrate responsibility for your own health and safety and that of those with whom you work.
• Contribute to an environment where health and safety is promoted and responsibility taken for resolving any issues within the Legal Affairs Department (e.g. in relation to stress management).
• Input to the Chief Executive Office's Risk Register as required.
• Contribute to the identification of legal risks and strategic risks for the Chief Executive Office and wider organisation.
• Respond to external queries and consultations as appropriate.
• To contribute to the promotion of equality of opportunity within the organisation and in the performance of your duties.
• To contribute to the Legal Affairs Department's equality screening duties where appropriate and in line with Section 75 duties.

• A qualified solicitor or barrister, qualified to practice in NI or England and Wales
• with post qualification experience.
• The individual must hold a valid practicing certificate issued by the appropriate regulatory authority or will hold one at the date of appointment.
• Proven experience gained working in energy/regulatory law; and/or public/administrative law. Equivalent experience in adjacent legal fields with demonstrable relevance to the role will also be considered.
• Proven ability to analyse complex legal issues and provide clear and concise advice and solutions that resolve business problems.

Note: Republic of Ireland or other common law jurisdictions may be considered. An overseas qualification is only acceptable if it is fully comparable and equivalent to the United Kingdom counterpart. You will be required to present original certificates/documentation if you are invited to the next stage of the selection process.

Your New Role

As the Senior Legal Advisor, you will be working within the Chief Executive Office, and will be expected to provide clear, concise and timely legal advice in response to requests for advice on matters relating to any aspect of the organisation’s extensive statutory remit. 

Such matters will include modifications required to regulatory licences and codes; transposition and implementation of European Directives in so far as they relate to electricity, gas and water; interpretation of energy and water law; advising on the determination of regulatory complaints and disputes and enforcement action in accordance with statutory requirements (where there has been a suspected breach of a licence or other legal requirement); and advising on corporate issue and public law matters. 

Main responsibilities

• Display the values of the organisation and the Northern Ireland Civil Service Code of Ethics.
• Understand all of the organisations regulatory functions and have an understanding of the policy and strategic objectives and how significant issues could impact on these, particularly in relation to legal affairs.
• Provision of high quality, accurate, timely, clear and helpful legal advice on a wide range of issues affecting the organisation.
• Assist the Head of Legal Affairs and the Chief Executive in the development of the organisation’s legal services strategy.
• Provide timely and effective legal advice on all aspects of regulatory law, competition law, public and administrative law, energy law, water and sewerage law and licensing regimes.
• Draft licences, licence modifications, legal letters, etc.
• Provide timely and understandable legal advice, highlighting any significant legal risks.  
• Manage your own caseload and work collaboratively with others on larger matters.
• Liaise with legal teams, advisers of stakeholders and other government departments and regulators as appropriate.
• Undertake aspects of work to support the legal work of the organisation which include carrying out legal research, coordinating and updating knowledge management systems and drafting legal documentation.
• Interpret existing and proposed legislation and advising how best to implement such changes.
• Assist the Compliance and Enforcement Team as required.

• Proven experience of building and maintaining productive communication networks with colleagues and stakeholder organisations.
• Proven experience in the successful management of a panel of external legal consultants and the ability to manage** internal staff.
• Ability to positively demonstrate by example, an understanding of and commitment to further workplace values that align to those of the organisation.
